Systemic risk capital buffer
The systemic risk capital buffer is introduced by a decision from the Governor of the National Bank, in order to limit the risk of disrupting the financial system or the national economy, due to activities conducted by one or more banks in the country or risks they are exposed to. The obligation to meet the systemic risk buffer rate may be introduced for all, for one or for more banks in the country. It may range from 1% to 3% of the risk weighed assets and may be different for different banks or groups of banks.
The National Bank, through its activities for monitoring the banking system and the financial stability in the country, continuously identifies and monitors the risks which may disrupt the banking system stability, and thus the financial system and the national economy.
