The Executive Board of the National Bank decided not to change the countercyclical capital buffer rate for the exposure of banks, i.e. to keep it in the amount of 1.75%. Such decision was based on the regular quarterly systemic risk reassessment, which covered data on the third quarter of 2024, including the latest available data. It was concluded that lending accelerates in conditions of loosened credit standards and increased demand for loans, thus the annual increase in the third quarter amounted to 7.5% which is higher than the growth of 6.5% at the end of the second quarter in 2024, but the loan-to-GDP ratio remains below its long-term trend. The increase in apartment prices in the third quarter of 2024 decelerated to 8.0% annually, with a moderately high value above the long-term average.
The banking system is stable, with an adequate and stable solvency and liquidity, high quality of loans and good profitability which grows at a slower pace compared to the previous year. The capital adequacy ratio in the third quarter of 2024 remained at 19%, which is one of the historically highest rates, while the share of non-performing loans in credit portfolio was low for a longer period and is maintained at around 3%.
The National Bank will continue to carefully monitor the systemic risks and will reassess the rate of the countercyclical capital buffer on a regular quarterly basis.
