The goal of the capital buffer for systemically important banks is to increase the resilience of banks which are identified as systemically important banks to unexpected shocks or loses which may occur during their operation. Introducing additional capital which should be maintained by systemically important banks is not an indicator for their higher risk compared to other banks of the system, rather arises solely from their significance for the overall banking system. The higher solvency of systemically important banks and their higher resilience strengthens the stability and security of the banking system, and the economy in general.

Based on the Decision on the Methodology for identifying systemically important banks ("Official Gazette of the Republic of Macedonia" no.  26/17) and Instructions on Implementing the Decision on the Methodology for identifying systemically important banks ("Official Gazette of the Republic of Macedonia" no. 34/17), the National Bank identifies systemically important banks in the Republic of Macedonia
