The Executive Board of the National Bank has decided to maintain the countercyclical capital buffer (CCyB) rate at 2% for banks’ exposures in the domestic market. The decision follows the Bank’s regular quarterly assessment of systemic risks, based on data available through the first quarter of 2026. The rate will apply from the third quarter of 2027 and is considered appropriate given the current macro-financial environment and the overall condition of the banking sector.
Credit market activity remains robust, while the banking system continues to demonstrate strong capitalization and liquidity, supporting its stability and resilience to potential shocks. This is reflected in the low and declining rate of non-performing loans, as well as in the sector’s solid profitability.
The decision to maintain the countercyclical capital buffer rate is also supported by the stricter macroprudential measures introduced at the end of last year to improve the quality of credit demand. Initial effects of these measures became evident in the first quarter of 2026, with newly extended loans showing a stronger structure in terms of compliance with banks’ lending standards. This macroprudential policy framework is expected to help contain systemic risks in the period ahead and further strengthen the stability and resilience of the banking sector. The National Bank will continue to closely monitor developments in systemic risk and will reassess the countercyclical capital buffer rate on a quarterly basis.
